Goals for 2009

The Loomis Town Council will be setting goals for the 2009 year. I would like to get your ideas on projects or programs that you would like thew Town to do.
Some of the things are:
A park next to the Train Depot
Signs on the freeway directing people to downtown
Design uses for the Union Pacific Property from King Road to Circle Drive that the Town has purchased.
Work on obtaining a train stop on Loomis.
Prepare a study for an on ramp to IS80 at King Road
Have more community meetings to discuss design for future development in downtown Loomis
Obtain funds for additional police services and road maintenance.

Lights in Loomis

Town buys Union Pacific Land

The Town of Loomis has purchase the Union Pacific land from King Road to Circle drive on the East side of the tracks. This includes the land under the Blue Goose Shed. The tOwn will look at community input on how to design this proptery. Items to include are: a park, parking. a walk way . additional shopping places. This will become the central point in an expanded downtown,

Loomis Train Ride


The ride on the Capitol train from Roseville to Loomis was shared by about 25 people who boarded the train in Roseville for the ride to Loomis. A lot of cheering was heard on the train when the announcement was made that Loomis was the next stop, A crowd of over 300 people were at the train depot in Loomis. MAny of the passengers were greeted by Assembly member Ted Gaines who had come to aprticipate i nthe dedication and tree lighting ceremony.

Christmas in Loomis

On Friday December 6th at 6PM The Town of Loomis will open the restored train depot. The Sacramento Capitol Corridor train will stop in Loomis at about 6:15 pm. This is the first scheduled train stop in Loomis.
After the dedication the Christmas tree will be lighted and then Christmas music by local groups will be provided at the Blue Goose shed.

Loomis Train Stop

When I was a member of the Placer County Transportation Commission I was able to have them approve a train stop for Loomis in their expansion plans. This year it was hoped that train service from Sacramento to Auburn would be expanded from the present 2 trains a day to 8 trains a day and then the Loomis stop would happen.
UP has stated that they will not allow any more passenger trains on the tracks so the Loomis stop has been put on hold for the present.

Rhonda and Gary Liss Win Election

Well the Loomis Town Council race has finally come to a close with Rhonda and Gary winning the two seats. I would like to thank all the voters who cast a vote for Gary,
Now that the election is over it is time to work on keeping Loomis the great place it is.
WE (the council) need to work with the downtown business and land owners to bring more business to the downtown and to attract more shoppers and customers too.

Bridge To Raise

Have you seen the CAl Trans crew around the Horseshoe Bar over crossing? They are in the process of designing the lifting of the bridge over the freeway. While the projext is 2 or 3 years awayn it was a surprise to every one that it is going to happen. The Brace Road Horseshoe BAr and King Road Bridges do not meet Federal heigth requirements.
I knew that some day this would happen but had no idea or did anyone else that it was on CAl Trans work list

Union Pacific Refuses Additional Trains

Union Pacific has announced that it will not allow any additional commuter trains on the Capitol Corridor. This letter was in response to the State of California offer of 200 million dollars in transportation bond fund to Union Pacific for additional rail service.
The new rail service would of included 4 trains a day to Auburn which would of stopped in Loomis. When I was on the PCTC I convinced the board to include the Loomis stops in any future expansion.
While Union Pacific has refused the offer for now, legislator both in California and Nevada will continue discussions with Union PAcific.

Empty Buildings

Yes there are a lot of empty commercial buildings. To resolve this problem I asked the council to prepare a downtown action plan that would address this problem. Other cities faced with the same problem have solved it with a action plan.

Services provided by Town of Loomis

When the Town of Loomis started about 26 years ago It was told what service it could provide by the Local Formation Agency. The new Town could not provide or take over any existing services.
The existing service were Fire District, Water District, and Sewer District.
The Town of Loomis provides police service along with the other Town services such as planning, building inspections and public works and takes care of the Sunrise Loomis Park as well as some other out door areas.
The park on King Road is a county park and is taken care of by Placer County

Time to build a Park

If all goes well the park could be ready in two years.
First the Park and Open Space commission must select a park planner. (4 months)
Second they will work with the planner in designing the park (6 to 8 months)
Third the town council will call and award bids (3 months)
Fourth The park will be built (6 to 9 months depending on weather)
Hopefully the park would be ready for the 2010 Eggplant Festival

Loomis First Park Approved


The Loomis Council approved requesting the Park and Open Space Commission to began the planning process for a downtown park next to the train depot. This will be the first park that the Town will construct in it's history. The town has a state grant of about $220,00 and other grant money to do this project. The park will include a tot lot. water feature, picnic tables and other items . This park will be come the focal point of the downtown.

Loomis Chamber of Commerce

As a member of the Loomis Chamber of Commerce for about 15 years I can say that it's main function is social. It has monthly mixers so the members can chat among one another. The chamber put on 3 or 4 business lunches where a speaker is brought in. The other main activity of th Chamber is the Egg Plant Festival.
Does the Chamber work to bring in new business? The answer is no. In other communities the chamber of commerce and the local city try to attract new business, Roseville, Auburn and Sacramento are examples of this.
Since a major portion of it's revenue comes from sales tax which business generate the Town must take and active role in attracting new business and keeping exiting business. The time is now for Loomis to do this.

Loomis Tried to Be A good Neighbor

In the latest Loomis News mayor Kelly failed to point out that he was selected by the Loomis Town Council to meet with Rocklin and try to work out a solution for the developments around Sierra College and IS80. The Loomis Town Council wanted to be a good neighbor with Rocklin ands sent Russ to work something out. The law suit was our last resort because the meetings failed.

Highhand Cafe takes Shape


A very special cafe is coming to High Hand nursery.
Brick ovens, a glass house dinning area set in a sence of plants, flowers and water features will be the focal point of this new feature. Expected to open in a month the cafe will be unique in the Sacramento region.

Does Loomis want PArks and Open Space?

The question that the Town Council is now faced with is the Town of Loomis ready to pay for the cost of maintaining parks and open space? The town collects money from each home to buy and build parks and buy open space. The question that the council keeps asking is"who is going to pay for the upkeep of them?"
There are several methods that could be used.
One is the Town pays for the cost out of the money that comes into the town.
Another is that the sales tax is increased by 1/2 cent to pay for it.
Or the third is as has been done is that"we do not build parks and give the money to other agencies for their use.
What do you favor?

Hunter Oaks Park

A year ago I asked the other members of the Town Council to approve the purchase of a lot in Hunter Oaks so that a mini park could be built there. The council on two occasions voted against a park and later the lot was sold and now a house is built on it. This was the last lot that a park could be built on. People in the hunter oaks area paid money toward a park but it was never built for them, instead all park monies have been given to the schools to put a in developments on their schools.

Train Depot

The train depot will be the new place for the Town council meetings. It has great parking and the building will handle the people much better. It is much larger than the present meeting room and will be have audio video presentations equipment.
As far as the SPMUD building is concerned it will be used as the town hall. When the
Loomis Town Center is developed the Town then can decided if it wants to build a new
Town Hall at that location.

Streets to get one more coat

The streets i nSunrise Loomis still have one more coat of sealer to be applied. Door hanger will be given out tell the dates that this will be done. It has been between 25 and 40 yrs since the roads have been sealed. This is aprt of the Town of Loomis street maintenance program that was started 5 years ago. Each year sections of Loomis will have street work done.

Town Paves Roads

The Town of Loomis paved roads in various parts of the Town. The cost this year was over $450,000. Most of this money came from the bonds that the California voters approved. Streets both in the East and West of Loomis were paved.
This is the tar and gravel application on the streets in Sunrise Loomis. This is the first work on these streets in many years..

Train Service to Loomis

At present there is no plans for train service to Loomis. When i Was a member of PCTC I kept insisting that Loomis have a train stop. It was included in the long range plan as far as I know. I also contacted the Executive of the Capitol Corridor. He assured me that train service was possible and ran some test train from Sacramento to Auburn up the Loomis track If you know the Loomis track is usually only used for trains going West and the Sierra College track is used for trains going East. The test was to show that both East and West bound train could stop in Loomis. You need to check with Loomis current PCTA reprersentative Russ Kelly to see if he is still persusing the train stop.

Council to discuss goal for 2008-9 Budget







The loomis town council will discuss goal for the up comming 2008-9 budget at their March 11 meeting. My goals for the budget are: improve the business climate downtown by following the suggestions in our General plan which includes signage,advertizing program and more evnts to draw people to our business. Wit hslow economic time I feel that these program are the most important to follow. Other goals are to complete the restoration of the train depot, improve public transportation in times of raising gas pridces, and to keep the public better informed by improving the toiwn web site,prepare and annual report to the itizen's and have our council meeting on cable tv. The meeting starts at 7:30 Pm at Town Hall and I hope you will attend.

Horseshoe Bar Resturant to Open

I saw one of the owners and he said the resturant should open in April, It will be a nice addition again to the downtown.

First Step to Renovate the Train Depot Begins

A meeting with prospective construction companies who would bid on renovating the Loomis Train Depot was held today. A large number of companies were present and expressed intrest in bidding on the work. The deadline for submittal of bids is the middle of march at which time the Town Council will award the bid and construction can begin soon afterwards. Mayor Kelly has said"we will get this done by the Eggplant Festival in October"

Possible Farmer's MArket for Loomis

The owner of the Blue Goose Produce Market is considering a Saturday FArmer's market for Loomis. It would start in the Spring and run throught the summer. It would include produce and arts and crafts from local people. I hope thta all will all support it if it happens. There is a possibility that people who have an excess from thier garden can bring it and they will see it for you. Contact Mark at Blue Goose for farther information. Remember to Vote

Tuesday is election day. I encourage all of you to vote. You can't complain if you do not vote.
I hope you will vote YES on the indian gaming propositions. The State of CAlifornia needs the additional money.
Intresting point is that Thunder VAlley has put in 9 million dollars in the effort to defeat the propositions. Seems that they do not want to pay the State extra when they expand thier casino.

Loomis Hit by Storm

The worst storm in the 25 years that I have been in Loomis hit the last few days. While the rain was not that bad the wind sure was. A tree went down on our street and took an electric line with it across the street. The Loomis Fire Dept blocked off the street till the power could be shut of thus saving anyone from being electruded. A bi gtree fell across Sanders and those people are still without power. These are jus tsome of the things the storm did. How did u come out?

Fire District Assement Vote Passes








The voters of Loomis approved the fire assement by a voted of 68% This will allow the fire district to provide a full time professional fire department in Loomis now and in the future.

Council Goals for 2008

Here are my goals as your council member for 2008

1. Improve dowtown business
a. Have business owner, land lords, and the community work with a consulant to develop a 5
a five year plan for dowtown loomis.
b. Place directional signs showing how to get to downtown.
c. Encourage and publicize dowtown events. Have a annual garage sale, bring back the farmers market, and support private events downtown

2. Improve means of getting around Loomis and to Sacramento.
A. Push for a King Road On Ramp
B Ask the PCTC to do a study on if the Placer Parkway can be a toll road thus saving the residents 500 million and getting the road built 10 years sooner.
See if commuter train will stop in Loomis.

3 Improve Park and Open Space
a. Fund the park and open space element.
b Look into a free tree program for the residents.


4. Improve communication with the residents.
Bring back the annual town report that was sent to all citizens.
Improve the Town's Web Site
Form the Loomis Team group which will allow citizens to become an active part of Loomis,
